You only have to rescue one bear, but it is hidden under the frosting in the bottom part of the board.
Since there are no candies in the bottom section you will need to use stripes or combos to clear the cupcake blockers and allow candies to fall into it.
The stripes in the sides will help with clearing the cupcakes and hitting them with a colourbomb early in the game will go a long way towards clearing the level.
Once you have candies in the bottom part look for moves there, but remember to check the top of the board for special candies and combos too.
