There is both brown and white chocolate to clear, so the best way to tackly this level is to clear the brown chocolate first as there is not much and it is all accessible along the top of the white chocolate.
Once the brown chocolate is gone you have just one colour to worry about.
Forget about trying to use the colouring candy in the middle of the chocolate, it will be detonated as you work on clearing the chocolate or eaten by it! It is almost impossible to use the colouring candy effectively so forget it and just concentrate on making combos to clear the chocolate.
Because white chocolate grows so fast you can't afford to leave it to grow for more than one move, and then you should only leave it if you are making a combo which will clear more than has grown. Otherwise try to clear some chocolate with every move.
