Because the bears are in horizontal lines, the ideal way to collect them is to switch a fish and horizontal striped candy together. This combo will clear either the whole top row of bears, or take a layer off the bottom row.
However failing this make vertical stripes to break into the bottom of the board, then once you are able to make matches in the bottom you can begin to clear the honey.
A stripe/wrap combo in the bottom will be really useful.
While you are working in the bottom to clear the honey don't forget to check the top half of the board before every move so you don't miss any chances to make specials and combos there, which can be allowed to fall into the bottom to be used.
