The jam starts off in the middle square under a locked stripe so you need to unlock that stripe and match it or hit it with another special candy to get the jam moving.
It is hard to get going at the start, but you really need to make special candies and combos as soon as possible. Sometimes it is only possible to make fish and these are better than nothing, but if you can make a stripe or wrap, or even a colour bomb then you should.
Once you get down into the bottom part of the board try to work there if possible.
