you need to collect 9 bears which are hidden under the frosting at the top of the board. There are pink fish bags in the bottom and middle parts of the board and licorice which will block your combos from hitting the frosting in the top.
Fish are the answer to level 912, the more fish you can make the better and switch them with another special candy, or even each other, for best effect.
Switching fish with a sideways stripe is possibly the best, but any stripe or a wrap will help a lot.
Another good combo would be a colour bomb/fish combo.
