You have 40 moves to spread the jam all over the board. To do this you must clear all the blockers from the bottom half of the board using special candies and combos.
Wraps and stripes will fall down into the blockers and hitting them with other stripes or fish will go a long way towards clearing the blockers. You can almost forget about the jam, it will spread itself as you clear the board of blockers.
