You don't need to clear the blockers to complete level 809 as there is no bubblegum under them, but it will make your job of clearing the bubblegum so much easier if you do clear the blockers.
Fish are good for bubblegum levels as they will always target the bubblegum, and switched with a colour bomb they are probably one of the best combos.
Try to avoid simply chasing the bubblegum around and concentrate on making combos to clear large amounts at once.
