You have 20 moves to collect the three bears.
The soda is green which will give you jelly fish every time you make a match in the soda, so this is what you should try to do as much as possible.
The first few moves will be used to collect the soda bottles and get the soda to a level where you can make switches in it.
Don't worry about unlocking the bears, the fish will do that for you as you play.
Once the board is filled with soda make as many special candies and combos as you can to get the maximum number of fish.
Work near the top of the soda to create cascades, although this won't give more fish, it will help get the bears to the top.
