Release all three of the bubble bears from the frosting before the board moves up as it is harder once it moves up.
Once you can see the candy string you will need to clear the black candy blockers from the middle to allow more soda bottles to drop down from the dispenser. You can't float the bears up until the soda is over the candy string.
Once you have soda bottles you can use fish to burst them and after that it is a simple matter of making matches above the candy string to bring up the bears.
