This level can be a bit of a struggle to get started with, but you need to make as many special candies as you can and don't try to save them, use everything to break through into the bottom part of the board.
Colour bombs and colouring candies are common and whenever possible should be switched with another special candy. Don't worry if you can't make combos with the colour bombs, switch with a normal candy and you often find that it gives you another colour bomb or colouring candy.
As you start to clear the frosting make your matches towards the bottom of the board, this will create cascades and hopefully more combos without wasting moves.
The hardest part to clear is the bottom middle usually, so take any chance to hit that part of the board.
Remember you only have to rescus bears, so if you know there is no bear under any of the frosting there is no need to clear it, just concentrate on where the bears are once you can see them.
