All the honey bears are in the bottom two rows of honey. Stripes and stripe/wrap combos will get you started on clearing the honey and unlocking the colouring candy in the middle.
If you are very lucky you may be able to make a Rainbow Kimmy using the colouring candy, but otherwise try to switch it with a fish or stripe. Switching the colouring candy with a wrapped candy won't do much good unless you have candies in the bottom 2 rows.
Fish are always useful on honey levels and on this level a fish switched with a sideways stripe is especially good.
Look carefully at the board before every move and make combos whenever you get the chance, don't waste moves.
