You can "almost" ignore the jam as the hard part of level 998 is not spreading the jam, it's clearing the licorice out of the way so that you can spread it.
The locked candies are in the way as they are blocking your moves, so get rid of them quickly, but you should always check the board before any move, even if you have a move planned just make sure it's the best move before you make it. This applies to any level, but especially jam levels as you want to get the blockers out of the way but you also need the combos to get cascades moving and get jam spreading.
Work your way down to the bottom of the board so you can take advantage of the cascades which will do most of the work for you.
