You have to collect 21 honey bears on 2 boards with 40 moves.
There are no bears in the bottom row of honey on the first board so no need to clear that.
Fish are always useful on honey levels as they will always target the bears but they should be switched either with another fish, or a stripe or wrap, even a colour bomb. But don't waste a colour bomb if you only have one or two bears left on the first board, save it for the much harder second board.
There are bears in both rows of honey on the second board, but only in the middle 5 squares on each row. However you will get a stripe/wrap combo either end of the rows of honey once you start to clear it.
Fish switched with a sideways stripe are great for this board as the fish will take the stripe down to one of the rows of honey and hit the whole row in one move. Vertical stripes are not so good.
Be sure to check the board carefully before each moves, you are working near the bottom to clear the honey and it is very easy to forget the rest of the board and maybe miss a good move.
