You only have to rescue one bubble bear and you have 32 moves to do it.
First you have to clear the black candies, but one move should do that, then you have to clear the blockers so the bear can move up towards the top of the board. The board won't move up until the bear is close to the top,.
Each time you move the bear close to the top the board will move up until you can see the candy string. Work as close to the top of the board as you can to take advantage of cascades which will help clear the blockers without wasting moves.
If you get the chance to switch the bear out towards the side take it as there are less blockers at the sides as you get nearer the top.
