This is a bubblegum level, made a little harder by having blank squares near the bottom of the board, which means the bottom corners are harder to clear.
Fish switched with sideways stripes are the best way to clear this level, they won't always go to the bottom row but if you can make several of these combos they will go a long way towards clearing the board.
Any combination of special candies will help to clear this level, you need to look very carefully at the board before each move as the colours can be quite hard to see under the bubblegum.
You need to make specials at every opportunity, but don't allow the bubblegum to grow unchecked while you make them or you will never catch up.
