If you can make a couple of fish at the start, before the jam begins to spread, use them to hit the blockers, preferably switched with another fish or a stripe.
You will get fish dropping from the dispensers each side of the boiard so make matches under them to get as many fish as you can before the jam starts to spread.
Once the jam starts to spread the fish won't be so useful so concentrate on the more powerful combos like stripe/wrap or colour bomb combos.
Once the board is full of jam the fish will target the blockers again but it may be too late by then, so any chance you get to hit the blockers should be taken, either using well placed stripe/wrap combos or colour bomb/stripe combos. Wraps are good for spreading the jam, but no good for getting to the corners in this level.
