Level 868 Soda Saga is classified as a hard level, so you can expect to lose a few lives before you pass it.
All the bears are under the honey, and since the honey is in columns on each side of the board the best combo to clear the honey is a fish switched with a vertical stripe. This will take a layer of honey from the whole column on one side. Keep making this combo as many times as you can and you'll soon have it cleared.
Of course better still is a Rainbow Kimmy near the start of the game, but that isn't always an option.
