Use 2 fish to clear the black candies at the start and release the bear, which will float up to the main part of the board.
Forget about the two bears blocked in by black candies and concentrate on clearing the frosting to allow them to float up to the candy string.
The black candies holding back the 2 bears will be cleared by cascades as you match candies near the frosting.
Just keep working towards the top and the bears will follow.
Wrapped candies are very good for clearing frosting, and a colour bomb/wrap combo is one of the best combos.
Fish will always hit the square just in front of a bear, so are good for getting the bears that last square to the top.
Fish will also carry a special candy, stripe or wrap, to the square above the bear, so remember that when you are near the top.
