Unlock the colouring candy, but try to get another special candy next to it before you match it, as it won't do much good just matched with a normal candy.
Another alternative is to leave the colouring candy and try to clear one of the jelly cakes, which will unlock the colouring candy and leave you a bit more space to get a special candy next to it.
Apart from that you will need some heavy duty combos to break through the thick frosting covering the bears in the bottom part of the board.
Colour bomb/wrap combos are best, especially if the wraps fall into the frosted part of the board.
The two jelly cakes will be helpful but won't completely clear the frosting.
Try to clear the jelly cakes as early as possible though so you can see what's left.
Remember to check the whole board before every move and once the bottom is more open work there as much as possible, but never forget to look at the top before you make a move as there may be a chance to make a more useful move there.
