Try to unlock the vertical stripes straight away and use them, and any more you can make, to break through the cupcakes and get some candies into the bottom of the board so you can start making matches there.
Don't worry too much about the bears at the to, they will be uncovered as you make your combos.
Work in the bottom as much as you can to create cascades, which will clear the top for you without wasting too many moves. But always remember to check the top before every move so you don't miss any chances to make good combos.
