The bubblegum is separate from the main part of the board so to begin with clear the black candy blockers. This will give you room to work and also may allow you to make moves in the bottom part of the board, which will keep the bubblegum from spreading further.
Once the blockers are gone, clear the peppermint sticks so that you can use combos from the top of the board to clear more bubblegum.
Fish are always useful on bubblegum levels as they will target the bubblegum, but try to switch them with other special candies for the best results.
Work in the bottom part of the board whenever possible, or make combos to fire into the bubblegum and keep it under control.
Combos are the way to go though, matches of three are unlikely to be enough to clear the bubblegum in the moves available.
